About Us





We are a research center inspired on classic liberal beliefs. Since we were formed-up in 2012, our mission has been to promote and defend the culture and institutions of a free society, where everyone’s freedom and dignity are the most valued features.

As an intellectual company, we are a non-profit organization, independent from any political or entrepreneurs’ groups. Our actions and activities are financed through contributions and support granted by people that are committed to Chile and adhere to the ideal of a free, self-reliant, prosperous and peaceful country.

The FPP honors the memory of Jean Gustave Courcelle-Seneuil, a French economist, because of his definite contribution to divulging and developing the economy and classic liberal beliefs in the country. Courcelle-Seneuil was hired by the Chilean government to establish and develop the political economy in the Republic of Chile’s onset. In FPP, we live the values and principles of a free society every day and every minute. We believe that respect, honesty and dedication to do our best, together with perseverance and sincere appreciation for people’s dignity, will always keep us willing and active to contribute with the cultural change we desire for Chile, so that it acquires more freedom, prosperity and peace.

Progress and the principles of a free society

“We believe that progress is the discovery of what we still do not know. And that discovery may only be achieved in environments of deep freedom that allow people to experiment, make mistakes and learn through exploration and the improvement of the diverse talents and skills they have. Axel Kaiser

Executive Director

Lawyer. Doctor in Philosophy from Heidelberg University (Germany). Columnist of the newspapers “El Diario Financiero” and “El Mercurio”. He has written “El Chile que viene” (“The coming Chile”) (2007), “La fatal ignorancia” (“The fatal ignorance”) (2009), “La miseria del intervencionismo” (“The misery of interventionism”) (2012) y “La Tiranía de la Igualdad” (“The tyranny of Egalitarianism”) (2015).


Armando Holzapfel

General Manager

Engineer in Business Administration from PUC. He is part of the philanthropic area of the Drake Group since 2012, which includes the areas of Ideas, Virtues, Elder People and Culture, among others. He is also a member of the Board of Directors in several foundations and leads the project called “Sociedad en Acción” (“Society in Action”), together with the CPPUC (Public Policies Center – Universidad Católica). Between 2009 and 2012 he led the Corporación de Adelanto Amigos de Panguipulli (Development Corporation – Friends of Panguipulli,) in the XIV Administrative Region.


Rafael Rincón-Urdaneta Z.

Director of Strategy and Global Affairs

Engineer in Business Administration, Master in International Studies, graduated from the Academia Nacional de Estudios Políticos y Estratégicos of the Chilean Defense Department and Doctor in American Studies. He worked for Preussag Energie GmbH – a transnational oil company – and has performed as a counselor and teacher (Universidad Adolfo Ibáñez). He wrote “Del consenso a la encrucijada. El debate en torno al modelo chileno” (“From consensus to a crossroads. A discussion on the Chilean Model”).” (2013)


Alejandro Cajas

Director of Development

Commercial Engineer from PUC and Master in Public Administration from Columbia University. Former vice president of FEUC and former president of the Association of Latino Students at the School of Public Affairs at Columbia University. He worked for Procter and Gamble and the Government of Chile. He was Executive Director of the Cientochenta Foundation and founder of the Latin American Network of Youth for Democracy.

Juan Carlos Vargas

Network Coordinator

He studie law at the Central University of Chile, where he was president of its Student Federation. He is currently Executive Director of the Latin  American Youth Network for Democracy. And he is member of the FPP Alumni Circle since 2017.




Jorge Gómez Arismendi

Director of Research and Studies

Journalist from Universidad Santo Tomas and master in Political Sciences from Universidad de Chile. He performed as director of contents for Fundación Cientochenta and was a researcher for the National Statistics Institute (INE).


Esteban Montoya


Graduated in Law from Adolfo Ibáñez University, with a minor in Political Science from the same university. He was Research Director of the Equity Foundation Studies Center. Former student leader for four years, both in its student center and in the UAI federation. Local coordinator for Students for Liberty (SPL) during 2016 and former member of the political and legal philosophy committee of the University of Valparaíso.




Fernando Claro

Director of Publications

Economist from PUC and Master in Economy from this University. After performing in the financial market and as an advisor for several Economy and Education Ministers, he obtained a master’s degree in Political Economy from King´s College, London.

Journalist, minor in history and economics of the East, candidate for Master’s degree at the Adolfo Ibáñez University and Alumni of the Universidad Cato 2013. She was president of the Student Federation of the UAI (2016) and is currently a collaborator at El Mercurio. He has published fiction novels (2010, 2012, 2015) and academic articles in international analysis.
